On January 1st 2019, a new reform was introduced to modify the appearance of the CPF (Personal Training Account) and the January 2015 arrangements.
This personal account is accessible from the www.moncompteactivite.gouv.fr website and its purpose has always been to build up training rights for all workers above the age of 16 (15 for apprentices). Freelance workers and company heads will also see their accounts credited from early 2020, as will civil servants.
However, in early 2019, accounts that had accrued training hours up until then were converted into Euros, on the basis of 15 € / hour. From now on, for the equivalent of full-time employment (or more than 50 %), the account will be credited with 500 € each year up to 5 000 € (or respectively 800 € and 8 000 € for people who have low or no qualifications).
N.B. The old DIF hours will become null and void if they are not entered into the CPF before December 31st 2020. Many employees had a balance of 120 hours which have not yet been used and these have a value of 1 800€. It would be a pity not to claim them before the deadline!
Now, it is the worker who is the focus of the arrangements and not the employer. The initiative to use the CPF must therefore come from workers, who make the application, not through their employers but via a dedicated website. If the training takes place outside working hours, the worker is not even obliged to inform their employer. Nevertheless, the training must fulfil certain criteria before their financing can be accepted. In particular, it must figure on the list of courses leading to a diploma or a certificate that is eligible for the CPF and it must be taught by a training organisation with « Datadock » certification (see under « quality »). A new certification is currently being devised and should be in force by 2021.
To accompany workers in the development of their skills and their professional lives, a Profession Evolution Counselling body (CEP) has been created. This is covered by Pôle Emploi, APEC, the « Missions Locales », Cap Emploi and OPACIF offices. These institutions are in charges of advising workers with regard to their professional careers and their potential training requirements (completely separate from their employers), and to accompany them when they wish to use their CPF (for more information, click here).
Training projects that use the CPF must be arranged via the www.moncompteactivite.gouv.fr. website. Workers connect using their social security number and define a password before completing the various forms.
The amount covered for each CPF hour (formerly DIF hours) is not necessarily enough to cover training costs. Bear in mind that allowances (= co-financing) may be granted through various arrangements and – unlike the DIF – workers themselves may finance part of the cost. Employers may also contribute, obviously on condition that it is in their interest and that their employee has informed them and asked them for such a contribution.
